Model for Effective Delivery of Disaster Recovery Programs

LandLink Consulting Ltd. has developed Canada’s only privatized systematic approach to the effective delivery of Disaster Recovery Programs. LandLink ensures that experienced and well-trained resources are available to respond immediately to client needs and they have developed reliable management information systems that have been proven to be sound.

History
In 1995, the Province of Alberta decided to privatize delivery of its Disaster Recovery Programs. The decision was based on the premise that it was expensive to maintain dedicated resources during periods in which programs were not needed. LandLink was contracted to perform many of the functions previously carried out by provincial government employees. LandLink has delivered over 70 separate and distinct Disaster Recovery Programs in Alberta. Processes and systems are continuously improved. Alberta’s programs are recognized as being second to none in the country.

  • Ensure that program delivery policies and processes are used that will facilitate maximum federal cost sharing
Process
  • LandLink is involved from the time the event is being assessed. It is extremely important for provincial governments to have access to reasonably accurate damage estimates at this stage to gain insight into the potential for federal cost sharing.
  • LandLink provides counsel about the advisability of implementing a program and, once the province makes a decision, they are in a position to commence program delivery immediately.
  • Registration offices are designated in close proximity to the communities affected. Staff assists with the completion of applications that provide accurate information on individuals, small businesses and farmers. The applicant provides a list of items that have been damaged and is advised how to deal with situations that may involve health or public safety issues.
  • Evaluation teams with professional certification and experience calculate damage assessment for household items, small business inventories, and agricultural equipment, structures and public sector infrastructure.
  • LandLink’s data management system is used to record and track application documents, generate letters to applicants updating them on the status of their applications as well as evaluation documents for appraisers and payment documents. It is also used to provide complete management reporting information to government
Qualifications
  • LandLink’s resource base includes executive management level staff with more than 30 years experience in the administration and delivery of Disaster Recovery Programs.
  • LandLink has demonstrated the ability to provide highly motivated evaluation teams with professional certification and experience in relation to damage assessment for household items, small business inventories, agricultural equipment, structures and public sector infrastructure. The evaluators are trained with respect to disaster recovery policies and guidelines in the spring of each year in advance of the normal flooding season.
  • LandLink maintains a staff of enthusiastic administrative supervisors, claims eligibility administrators, application and payment processing clerks as well as resources with accounting, records management and information technology expertise. Experience in the delivery of historic programs has resulted in the development of a data management system that tracks the progress of programs from beginning to end.
  • LandLink ensures that digital program information is backed up with paper files to facilitate information access needs during system or power or technical interruptions as well as for interim and final audit requirements.
